Controversial anti-abortion billboard removed

This is a very interesting “hot button” story for many reasons, and race is certainly at the center of the billboard’s controversy (and specifically, the implied correlation between race and abortion).  The billboard has been removed in the last few days. Stemming from this story, my question is: What are the parameters on free speech when racist or otherwise oppressive/offensive images, words, and propaganda are used?  How does free speech help and/or hurt progress in how America views race and racism?
